1. In a saucepan, combine ground pork, milk, water, onion, garlic, salt, pepper, ground cloves, and ground cinnamon.
2. Cook over medium heat, stirring frequently with a wooden spoon, until the mixture comes to a boil.
3. Reduce heat to low and simmer, stirring occasionally, for about 90 minutes or until the mixture is thickened and the liquid is mostly evaporated.
4. Remove from heat and let cool slightly.
5. Transfer the mixture to a bowl and refrigerate until completely cooled and set.
6. Serve cold, spread on toast or crackers.
